Yes, it is very normal for system communication to take time. Many systems begin with little or no awareness of other parts. Even with awareness, the ability to communicate with other parts is often limited initially.
When parts are trying to communicate, other parts may miss the attempts because they are subtle or not verbal in nature. For instance, if a part tends to communicate through physical sensations, other parts may not register this.
Some parts are very afraid to reveal themselves; it may take time for them to feel safe enough to make their presence known by communicating.
